SBA 7(a) is the flagship guarantee program: the SBA backs 50–85% of qualifying loans made by participating banks. The 2024 fiscal year set a record at $33.8 billion across 70,242 loans, with an average loan size of $481,000.
The largest lenders by volume: Live Oak Bank, Newtek, Huntington Bank, Wells Fargo, Byline Bank. The top 10 lenders originated 23% of total 7(a) volume.
Why approval rates vary so much
Large banks approve a much smaller share of SBA applications they review (often <15%), while community banks and CDFIs approve more than half. The gap reflects underwriting model differences: large banks treat SBA applications with the same risk lens as conventional commercial lending; community lenders use the SBA guarantee to extend credit to higher-risk borrowers who wouldn't qualify conventionally.
